Carroll Hospital President Garrett Hoover Announces Plans to Retire

Westminster, Md. – Carroll Hospital President and Chief Operating Officer Garrett Hoover has announced plans to retire later this year after nearly 38 years in healthcare leadership. Hoover also serves senior vice president at LifeBridge Health, Carroll Hospital’s parent company.

 

Hoover joined Carroll Hospital in March of 2020, guiding the hospital and community through the challenges of the COVID-19 pandemic. During his tenure, he has also championed major campus improvements, such as a new patient tower including a critical care unit, a renovated perioperative area and PACU (post anesthesia care unit), a new café and other initiatives as part of the hospital’s Vision 2020 plan. His recent accomplishments include launching a $9.5 million emergency department renovation and establishing a new Bachelor of Nursing program in partnership with McDaniel College. He has also been a strong advocate for advancing quality and patient experience.

In addition to his professional accomplishments, Hoover has been an active member of the Carroll County community, including serving on the board of the Westminster Rescue Mission and previously the Boys and Girls Club of Westminster, as well as coaching youth baseball in Finksburg.

Leslie Simmons, LifeBridge Health executive vice president and chief operating officer (and former Carroll Hospital president), will serve as interim president of Carroll Hospital while a national search is conducted for Hoover’s successor. While an exact date for Hoover’s retirement has not been announced, it will likely be in mid-November.

 

“Garrett has tirelessly advocated for Carroll Hospital, our team members and our greater Carroll County community. We are thankful for his leadership and service and wish him the best in his retirement,” says Simmons.

 

Prior to Carroll Hospital, Hoover served as president and chief operating officer of Corning Hospital in New York and as senior vice president of the Guthrie Clinic. A Fellow of the American College of Healthcare Executives, he holds graduate degrees in healthcare administration and human resources, as well as post-graduate studies in health management and policy. He also served on the American Hospital Association’s national committee on behavioral health.

 

Following his retirement, Hoover plans to move to Brazil to be near his wife’s family.
