Summary of Position: The QAPI Manager/Clinical Educator Nurse oversees the QAPI Department ensuring all documentation is processed in compliance with state and federal regulations, and Agency policies and procedures. The QAPI Manager/Clinical Educator Nurse will develop, implement and oversee all QAPI programs. This position requires an understanding of home health coding and documentation requirements including OASIS along with a working knowledge of home health state and federal regulations. Responsible for the initial and on-going education of all employees. Coordination of interdepartmental quality improvement activities such as staff education, clinical risk management, and patient satisfaction. This position requires the ability to develop, implement and evaluate education programs for all employees based on adult learning principles and in compliance with Standards of Practice, state, federal and Joint Commission regulations. Demonstrates a high degree of expertise and acts as a resource facilitator to all HomeCare Maryland’s offices. In addition, provides agency support with new employee orientation, annual corporate compliance and mentoring of employees. Collaborates with the management team and proactively identifies and provides for the educational needs of all employees. Clinical education may include field visits, weekend or after hour visits with clinicians to ensure that they are provided support and on-site training during orientation.

Essential Functions

  • Ensures that the QA nurses maintain their daily productivity or perform other duties as assigned
  • Assist with reviews as needed
  • Ensures admission chart reviews, including F2F, medication records, and interventions/goals are reviewed and processed per State, Federal and Agency guidelines (on-site/off-site)
  • Ensures that the process of outsourcing charts is efficient, and coding/reviews are appropriate
  • Ensures QAPI audits are all completed in a timely and accurately. Ensures F2F are complete per CMS standards
  • Ensures that the Medical Records Department/Office Assistants performs timely and accurate filing of all documentation in accordance to State and Federal regulations
  • Direct oversight in development of short-term and long-term strategic goals for the department and ensures accomplishment of goals by encouraging associate participation
  • Plays an active role in developing and presenting education content for the monthly clinical meetings. Coordinates, administers and tracks annual (or as needed) competency testing as specified and maintain competency records
  • Develops an up to date comprehensive orientation tailored to meet individual needs and designed to achieve new employee competency. Provides and manages orientation activities, including conducting instructor led training, coordinating field orientation with preceptors and Clinical Managers, and monitoring the completion of the new hire orientation process
  • Coordinates orientation activities/schedule for orientee and preceptor pair and ensures completion, follow-up and evaluation of clinical field orientation. Provides guidance and support to both orientees and preceptors
  • Assesses the effectiveness and outcomes of educational programs to improve content and learning based on evaluation results, employee feedback and performance data

Education and Experience

  • Current Maryland License Registered Nurse (RN)
  • Bachelor’s degree from accredited college/university
  • 5 - 7 years of recent home care experience
  • Excellent knowledge of Joint Commission, State and Federal Home Health regulations
  • Prior managerial experience required
  • Current American Heart Association BLS for Healthcare provider certification
  • Knowledge of EMRs, experience with Kinnser software preferred
  • Basic knowledge of medical terminology and ICD-10
  • Knowledge of educational theories and applications to assess, plan, implement and evaluate educational programs
  • OASIS proficiency required
  • Basic knowledge of Medicare/Medicaid/Commercial Insurance
  • Knowledge of ADRs, medical letters of necessities, batch error reports
